Students must be a Maryland resident at the time of application. They also must be enrolled at a Maryland 2 or 4-year degree-seeking undergrad or graduate school, or attend a private career school at either full or part-time status. There is a list of who qualifies based on if a student is a dependent of a deceased or disabled veteran, a disabled veteran themselves, a dependent of a victim of the 9/11 terrorist attacks, a veteran or dependent of a veteran who was declared a POW or MIA in Vietnam or a veteran or dependent in other situations.
